[IRCServices Coding] mlock sugestion

I don't know about other IRCd's, but Unreal has a nice channel mode +G --
this sets te channel "G rated" and <censors> bad words form a predefined
badword list.  Its great for channels liek #help and for kid channels.

I notice that ChanServ will not take +G as a mode in mlock.. it's just
ignored... so  I've been forced to build a bot that keep schecking the mode.
It's really rather set it in Chanserv

Any chance we can add +G to mlock's capabilities for the next release?
