[IRCServices Coding] Possibly a Major bug?

i had this problem (only to a more major degree, none of the channels worked 
at all on creation) with 3.1.x i've not had a problem with it since i 
upgraded to Unreal3.2 beta12 though.. just thought that would be some useful 
info ;)
