[IRCServices Coding] "secure" messaging of services / unreal 3.2 and forcible nick changes

Unreal 3.1.3 + Supports SVSNick too.. I have use this feature, Just as it
supports SAJOIN etc..

we use 3.1.4

you MUST do it through a U lined server.. (IE The services/RAW) (be careful
though, we had a few lil problems)
OR by using it bouncing from another server..
