[IRCServices] ircservices-4.3 released

IRC Services version 4.3 has been released. There are no changes since
4.3pre4 apart from updated Portuguese and Italian language files. This means
that only English, Portuguese and Italian languages are up to date. German,
and hopefully the other languages, will be included and up to date in the
next release.

Please let me know if there are any problems - everything should be in
working order though, seeing as there have been no notable problems with
4.3pre4.
