[IRCServices] ircservices-4.3.1 released

This version is a bug fix, fixing the default channel options for new
channels. New channels had no default options in 4.3 due to a coding error.
I view this as a security issue, hence the immediate patch. New channels
will now have the KEEPTOPIC and SECURE options set upon registration.
