Talking about the "Chanserv JOIN " topic 
The main problem in putting a service in a channel is the load that you
are putting in that service. Try just /msg operserv raw :ChanServ join
#test and set the services in debug mode. Check the log file to see that
this service is receiving every message that is going at #test.
