[IRCServices] Spoofing a user ID

I was on my network today and saw something very interesting, it seems
someone decided to bring a bot onto a channel where the bot died and
was ablr to spoof chanserv into op'ing it by using a user mask of
ircadmin@@ns1.isonline.com??? Besides making the nickserv
username secure and making the bot identify itself everytime is
there anything one can do to prevent chanserv from op'ing the
wrong person and/or bot when the use 2 "@@" in the mask?
