[IRCServices] ircservices-4.4.3 [BETA] released

IRC Services version 4.4.3 [BETA] has been released.

This is still a beta version but it fixes a few major problems with 4.4.2.
Below is a list of changes that have been made.

                    Bahamut v1.4.0-BETA - so it will not work yet *sigh*)
