[IRCServices] Question about adding additional ACCESS LEVEL

Hi everyone,

I'm trying to figure out what I'm doing wrong with adding another level into
chanserv for our halfops feature.  I believe I have done everything
correctly, because it works fine under FreeBSD 4.0, however seg faults under
GNU/Debian Linux.

Any help would be greatly appreciated.
