[IRCServices] About new Version...

I can check with our programmer, but if I'm not mistaken our code is modifed
so that people with an active oline do not get caught in a akill/kline.  I'm
not sure if it's a services or ircd modification though.

The *@* has been implemented.

How does one decide if a user is a services admin? Services kills users
before they have a chance of identifying. I think the -noakill switch
suggestion may be a good idea after all.
