Unreal has it.  It's a nice feature really...

Allows for a user to be +h ed in a channel and then they can change the
topic, give/remove voice, kick normal users, but can't do jack to the
operators.  Nice feature.

I don't remember a discussion about "halfops" in Bahamut IRCd or
IRCServices. Which daemon are you refering to?
