#channel: mode change '+a nick' by ChanServ!services at ctcp.net
#channel: mode change '+o nick' by ChanServ!services at ctcp.net

4.7.7 now protects *all* ops in the access list for all channels? Is this
intended behaviour? If so how do I turn it off?
