[IRCServices] A ilttle suggestion for set mlock

It is possible to do  a chanserv set #foobar mlock +s-s
Resulting in Chanserv seting "mlock -s" right now.
Its just the last matching argument taken :)

Well the discussion is going on far to long, as the subject sais: "a
little suggestion"
