[IRCServices] What does this mean?

Our current set up consists of two linked tr-ircd5 servers.  They are
currently linked, and services are up and running.

We can /msg *Serv from both sides, but when joining an empty #channel
from SERVER B, they are not awarded an @.  Doing the same thing from
SERVER A, and you are awarded the @.

The admin of SERVER B said that he logged on yesterday, and saw this
message:

-ChanServ(services at unixtechs.org)- off

What does this mean?  And does this have something to do with the
problem above?  Any help is greatly appreciated.  Thank you!
