[IRCServices] [NickServ doesn't change Nicknames /killUsers]Update

Simple.

Compromise a server, use telnet to connect as a server to the network,
and issue EVERY POSSIBLE command, all of them will be accepted, since
you are U:Lined.

U:Lines are only designed for services.
