[IRCServices] Everyone able to view AOP/SOP list

     The short answer is, you can't.

     The long answer is, you can change the ACC-LIST entry in
modules/chanserv/access.c to an appropriate level (e.g. 50 for AOPs,
100 for SOPs), but that setting will apply to all *OP lists.  Anything
else will require more extensive modifications.
