[IRCServices] new server for ircservices

i think it could end up slowing services down too much and eggdrops work 
fine as file servers, and if not wanting a file server on then don't have to 
load it into the eggdrop, just have the bot log onto the network as FileServ 
most users wouldn't know the difference
