[IRCServices] Creating passworded channels with ChanServ enforcing.

Hi,

I think the best way to do this is place someone in the channel. Afaik 
the Services can't do this, but you might be able to create a small bot 
that can join channels when people ask it to. Just so anyone is inside 
the channel.
