[IRCServices] +O overrideable by non-opers in UnrealIRCd netmerge

as regards this bug, instead of doing something about it in the ircd, good old codemastr and friends have deleted this bug instead of listen to the overwhelming public show of support on this one.

I hope you can do something and help us by trying to make services work with this Andrew because it seems they arent and wont ever listen to what the users want, im just glad YOU are different and will at least try to get something working.
