[IRCServices] Question on usage of ChanServ ACCESS LIST

Plain LIST and LIST wildcard.

No objection. I would suggest however that removing numbers from elsewhere
should also remove numbers from the DEL command. If LIST is not going to
print the numbers, I forsee errors being made by users if they can delete by
a number that has never been displayed.
