[IRCServices] Chanserv UNBAN bug?

This is true in the currently released versions of Unreal but that 
appears to have been fixed for the next release.

For what it's worth, Services doesn't use this feature of Unreal right 
now, but it might be worth considering because then Unreal will also 
take care of removing the extended ban types.  This was, Services does 
not even need to know what each ban type does.
