[IRCServices] Services 5.1pre0 released

     I plan to keep the Services home page active for some time--probably
a couple of years--after I release 5.1.0, so that should be plenty of time
for anyone with interest to obtain the source code.  When the time does
come to take down the Services home page, I'll consider my options at that
point (for all we know, Sourceforge may not even exist then).
