[IRCServices] Follow up to LINK/REGISTER mail

That doesn't fix NS LINK, and it also doesn't fix protocols like
RFC1459 that don't support any such feature.

It's further problematic when you have a large network guesting a lot
of people simultaneously, as those are the kind of conditions where it
becomes guessable.
