The mirrors should have it shortly.

     This release adds support for a recent change to the behavior of the
Unreal server with regard to netsplits.  If you are using Unreal, you
should probably upgrade, as a netsplit may cause earlier versions of
Services to become desynchronized from the network.  No other IRC servers
are currently known to be affected.
