[IRCServices Coding] Version 5 (feature request)

     All of these are things I've been thinking about, but either haven't
gotten around to implementing yet or have decided to hold off on for the
next version.  With regard to language files in particular, I haven't come
up with a good implementation yet for per-module language strings, but I
figure that at least initially, people who contribute modules will do so
with one language only (their own) so it's not that big of a deal.
