[IRCServices Coding] Services 5.0 alpha 17 released

     Services 5.0 alpha 17 has been released at the usual place.  This
takes care of several bugs reported to me, adds the OperServ SERVERMAP
command (I _think_ it works right), and gets rid of some way-out-of-date
bloat.
