[IRCServices Coding] Suggestion for sessionlimit exception

Hi,

There are a lot of companies and cybercafe's which do not have
a static ip/host. The idea would be to allow nicks to be included
into the exception list resulting in the following:

If one of the nicks on the session limit nick list identifies
the sessionlimit for the host of this nick is set to a preset
value. e.g.

- defaut session limit is 5 connections
- the session limit for the nick foobar is 10

nick foobar identifies from foobar!blah at blups.blips.org
==> blups.blips.org gets a sessionlimit of 10
this modified limit of 10 is set as the sessionlimit for
blups.blips.org until foobar identifes from a different host
