[IRCServices Coding] Suggestion for sessionlimit exception

The idea behind was to allow a cybercafe with e.g. 20 computers to
connect while limiting clonebots from others.

It i a feature i use on my network with an eggdrop bot watching the
services log and adding the nedded exceptions,
after all it was just a suggestion...
