[IRCServices Coding] Services 5.0 - NickServ register text suggestion

When NSRequireEmail is set, /ns help register will display:

-NickServ- You must include an E-mail address when registering your
-NickServ- nickname....
(trimmed for brevity)

I would like to suggest that this is changed to state that the email 
address must be valid or active or something which indicates to a user than 
when the AUTH module is in use, a fake email address will not allow a 
registration to complete. It might also be useful to include such a 
disclaimer in the confirmation command for users that did not view the help 
text. 

After 30+ attempts, one user still hasn't got the message that a made up 
address is not going to allow his registration to be processed hence my 
suggestion of "dumbing down" this process.
