[IRCServices Coding] ChanServ OP for some channels

For certain channels on my network the /msg ChanServ OP #chan nick command
is not working. When a user who is on the access list that isn't op'd use
it, they get "-ChanServ- Sorry, the OP command is temporarily unavailable."
While in other channels it works fine "-ChanServ- Opped Ganja51 on channel
#botsex." And on those channels where it's not working in, nobody on the
access list can use that command.

I'm running pre5 with Unreal3.2. Just wondering if anyone else is
experiencing this.
