[IRCServices Coding] possiblt Akill bug

We had this problem too on one occassion. 2 other ways to solve it are doing
a KILLCLONES on the user, or restarting services.
Unfortunately i haven't been able to find a way to reproduce the problem, so
i have no idea what causes it.
