Also something I noticed.

I haven't tested this but it looks like it doesn't need to have the
nickserv/mail-auth module loaded. So why should ChanServ and NickServ? It is
in the users best interests to not be a smart-ass and be responsible by
using a valid email address anyways. If they think they're being clever by
not using a *valid* email address then they should pay for it by not getting
the chance to recover their password, especially if the network has notices
about it.
