I think this happens when services try to find the user online and they
don't.After a quick look at the source this is used when the SETHOST or
CHGHOST is called(in both cases when the user tries to change his
host).This propably happens because the user got disconnected or the fake
host wasn't successfully found.Correct me if i'm wrong.
