[IRCServices Coding] levels

I would like to know where I can go to change the following default level
back to 100 (sop) in the services files:
-ChanServ-     ACC-CHANGE     40

I say this because the main function of Sops is the ability to change the
access list. I know that if I was a halfop, I would only be able to add
people to the access list between 0-39. Still if I were a founder I wouldn't
want anyone other than Sops changing my access list.

Just a thought.
