I believe it shouldn't.The propuse of this command on operserv is to
clearmodes if you want to enter a channel.Opers usually use this command
when there are about to "suspend" or "forbid" the channel.Imagine setting
mlock "+intk blah" and make the join of someone who doesn't have
access impossible.If you don't want to modify this command just create a
new one.. such as CLEARCHANMODES #channel where the mlock setting
"freezes" and doesn't respond if the modeclear is from operserv.
