[IRCServices Coding] channel suspensions

God I'm so stupid, thanks, I wasn't looking under 'Basic Functionality' - I
was looking for the option under 'ChanServ configuration' and 'NickServ
configuration'.  Sorry to waste your time and inbox space. ;P
