[IRCServices Coding] NickServ Issue?

This isnt designed behaviour, as the NickServ help file says, 

[12:13] -NickServ- This is the list of user at host addresses which will be
[12:13] -NickServ- automatically recognized by NickServ as being allowed to use
[12:13] -NickServ- the nickname.  If you connect to IRC with an address on this
[12:13] -NickServ- list, you will not be affected by the nick's SET KILL

Although due to the lack of details (IRCd, OS Services version etc.) From where i'm standing theres little that can be done
