Services is having trouble with commands that stop working again.

/msg operserv mode #mangaproject +o jojo_da_crow
[12:33:13] -OperServ- Services is unable to change modes.  Are your servers' U:lines configured correctly?

/msg chanserv op #mangaproject jojo_da_crow
[12:33:16] -ChanServ- Sorry, the OP command is temporarily unavailable. 

I restarted the services and both commands worked fine. Possibly related to the previous error with command is temporarily 
unavailable?
