[IRCServices Coding] Yet, another great suggestion

Since most people want to see this feature(s) in the next version, it would 
be great to implement it as an optional feature , where it can be disabled 
from the .conf file(s) or enable it easily. I don't think that there is 
anything that the authors will lose if this feature can be added, in fact, 
it will add another nice feature to the features list of IRCservices5.
