Ah, it looks like, I should write a reply :P
(me = author of tr-ircd)

Try the following:

connect {
   name = "your.services.name";
   host = "127.0.0.1";
   send_password = "plaintext password";
   accept_password = "ircpasswd encrypted password";
   class = appropriate-class;
   encrypted = no;
   autoconnect = no;
   compressed = no;
   ishub = yes;
   ultimate = yes;
   aftype = ipv4;
};

in your ircd.conf. And then in your ircservices.conf

RemoteServer 127.0.0.1 port-you-configured-as-serverport "password you
have set for accept_password"
