[IRCServices Coding] About "NSEnableRegister"

About "NSEnableRegister" 

I comment out this opition. 

and 

My "super user" nick-name is "root". 

off cource , "root" can register nickname.  it is good.

BUT

As long as I login "root", I can not register new user.

After login as "root", I want to add new user. name is "testuser". 

How to do it ?? 

if i type "/nick testuser", in this situation, 

I can not use register command ... 

I want to add New user name without "NSEnableRegister" 

Please help me.
