[IRCServices Coding] crashes on PRIVMSG

Hello, IRC.

I have tested 5.1a3 for some period of time in the production irc-network.
As result of this test, I found what 5.1a3 is very unstable. Here are
some log messages about:

PANIC! signal 11, buffer = :Fire PRIVMSG chanserv :drop #|5|eLeMeNt
Services terminating: Segmentation fault: 11

PANIC! signal 11, buffer = :ElviS1 PRIVMSG NickServ at services.xxx :set secure on
Services terminating: Segmentation fault: 11

PANIC! signal 11, buffer = :BanderA PRIVMSG NickServ :set language 1
Services terminating: Segmentation fault: 11
