[IRCServices] is a bug ?

i found that the ACC-CHANGE dosent works and anyone in access  list may
register a person whith a level below his level

let me explain:

/chanserv levels #channel set  ACC-CHANGE 10
/chanserv access #channel add "nick" 5

and if "nick" issues that comand:
/chanserv access #channel add "another _nick" -9

it works , but was suposed to not work
