What ircd are you running with? If cyclone, look at
ftp://ftp.slashnet.org/pub/cyclone/services/README.services-4.2.4-cyclone

You will likely need to apply the following or something similar to
services:
<A  HREF="ftp://ftp.slashnet.org/pub/cyclone/services/services-4.2.4-cyclone.diff.gz">ftp://ftp.slashnet.org/pub/cyclone/services/services-4.2.4-cyclone.diff.gz</A>
