I Think that a "/chanserv SET <channel> LINKS off" could be a great idea...

Off -> If a nick is linked to "X" and "X" have an access to the channel , 
he'll not be opped
On -> If a nick is linked to "X" and "X" have an access to the channel, 
he'll be opped by ChanServ
