[IRCServices] Another Suggesstion

I would like a 

/msg nickserv enforce forbid

What this would do is automatically nick kill any currently
forbidden nicks

Also, I would like the nick kill time out on forbidden nicks to be dropped
to something like 15 seconds (or possibly let this be configurable)
