[IRCServices] /nickserv and /chanserv

The /nickserv and /chanserv commands are implemented optionally by your
IRCd, not Services themselves.  The IRCd translates those commands to the
form "/msg nickserv at services.irc.net ...".  See your IRCd documentation.
