[IRCServices] known services "abuse"?

A VERY quick reply... (I have to duck off to a party now)...

I've seen the same messages on our network. I've got a few ideas about what
it could be but I'm not 100% sure. If other people could provide logs (?) or
just that they've seen the same error/message I'd appreciate it.
