[IRCServices] Ircd's and Services....

I believe the only multi-threaded ircd out there is efnet's. I could be
wrong.  Given your features, there is nothing that is multi-threaded that
has this.  If you are looking for an ircd that is pretty decent, try
starchat's.  If you are a decent coder, code your own, using a base of
ircu, or bahamut would be my suggestion.
