[IRCServices] Reloading services config without restarting?

Currently there is no /rehash or the like. You could try a kill -HUP from
shell, which with most apps forces a reload of the .conf file. I personally
recommend using the update command before hand to save any changes.

An OperServ rehash or reload would be convienant, so that services would
reload it's conf without resetting everything.
